CURRENT PEDESTRIAN CROSSWALK ACCIDENT FATALITIES IN TULSA, OK.

Recently, A man crossing an intersection at 81st & Sheridan lost his life, because of his inattention to posted crossing signs and markings.

The driver of an SUV told Tulsa Police Department that he had a green light to move forward and the pedestrian in the crosswalk intersection ignored the RED “Do Not Cross” ATS Warning System.

Automated Transportation System devices are available in most four lane crosswalk-intersections in Tulsa, OK.

After further examination of the crime scene the Tulsa Police Department could visibly see the pedestrian on nearby monitoring systems ignoring or being inattentive to the signs and violating pedestrian law.

According to CHAPTER 11. – PEDESTRIANS – RIGHTS AND DUTIES

Section 1100.Pedestrians subject to traffic-control signals.

Pedestrians shall be subject to traffic-control signals as described in Section 606 of this title, but at all other places pedestrians shall be granted those rights and be subject to the restrictions stated in this chapter.

Section 1101.Pedestrians’ right-of-way in crosswalks.

  1. When traffic-control signals are not in place or are not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon that half of the roadway upon which the vehicle is traveling or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.
  2. No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield.
  3. Whenever any vehicle is stopped at a crosswalk, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle until the overtaking driver has ascertained that such movement can be made with safety.

Section 1102. – Crossing street.

Every pedestrian shall cross the street within the crosswalk or at an intersection, whether or not such intersection is controlled by traffic-control signals; provided, however, that this provision shall not apply to residential neighborhoods, except where a major street passes through such neighborhoods or traffic-control devices are provided.

A pedestrian crossing a street in a residential area shall take the shortest possible route to the opposite side of the street and at a right angle to the side of the street.

At this time the driver of the SUV has not been charged with negligent vehicular manslaughter.

Section 1108. Penalty.

Unless otherwise provided for in this chapter, every person violating any provision of this chapter shall be deemed guilty of an offense and, upon conviction, shall be punished by a fine of not less than Five Dollars ($5.00) nor more than Five Hundred Dollars ($500.00), excluding costs, fees and assessments.

COMMUNITY PROGRAMS THAT CONTRIBUTE TO PEDESTRIAN AWARENESS CROSSWALK EDUCATION.

My interest in Pedestrian Crossings and Public Safety Education is a result of my involvement in a vehicle injury in early 2013.

MY OWN STORY:

One day as I am paused waiting on a crosswalk light to signal me to move forward a huge red pickup truck pulled up to the light at a busy non-automated crosswalk intersection and comes to a complete stop.

While the driver is waiting on the traffic light to turn green he looks at me waiting on the signal light in the pedestrian crossing lane to turn white.

As soon as, I get the go-ahead to cross, all of a sudden, he revs up his engine and proceeds forward slamming into both my shins catching both of my legs underneath his pickup truck bumper.

While recovering in therapy I decided to start a foundation for pedestrians who wanted to become more active with public transportation policy in the United States.

PTN walk with the miraculous, starts in 2013.

THE GOAL OF PUBLIC TRANSPORTATION

Public transportation provides people with mobility and access to employment, community resources, medical care, and recreational opportunities in communities across America.

It benefits those who choose to ride, as well as, those who have no other transportation.

Over 90 percent of public assistance recipients do not own a car and must rely on public transportation.

Public Transit provides a basic mobility service to these persons and to all others without access to a car.

Public transportation is a system of organized travel and should be governed by qualified pedestrians that are interesting in creating a health conscious community

PACE TULSA CONCERNS:

  • There is a lack of understanding of protected pedestrian crosswalk designs?
  • There is a failure of pedestrians to obey pedestrian traffic laws?
  • There is a failure of drivers to look for pedestrians in crosswalks that are unmarked
  • Pedestrian perceptions about walking in dark conditions?
  • Pedestrians & drivers unaware of distractions?
  • Lack of public safety awareness education online resources.

With all of those concerns being explored and studied our organization has proposed the following solutions to the pedestrian awareness crosswalk education public transportation policy in the United States.

PACE TULSA NETWORK GOALS

  • Increase awareness about pedestrian safety issues through online implementation.
  • Motivating pedestrians to obey pedestrian traffic laws.
  • Pedestrian traffic control device technology innovation (signs, signals, etc.)
  • Encouraging drivers to pay attention and stop for pedestrians
  • Inform Pedestrian about Public Transportation Policy Advocacy.
